Dr. David Bray, FCC’s Chief Information Officer, orchestrated this transformation. He understood that making this IT vision into a reality would require introducing a myriad of challenges to how the FCC managed its IT systems and services. It would also involve affecting broader cultural change across the agency’s 18 different bureaus and offices. Most importantly, Bray recognized that the resources IT spent on maintaining existing systems were unsustainable and unacceptable for an organization that was supposed to be at the forefront of 21st century communications technology.

Dr. David A. Bray currently serves as the Chief Information Officer for the Federal Communications Commission, leading FCC's IT Transformation since 2013. Through the efforts of a team of positive "change agents", he transformed the FCC's legacy IT with more than 207 different systems to award-winning tech in less than two years. This included rolling-out new cloud-based IT that achieved results in 1/2 the time at 1/6 the cost. In 2015, the FCC IT Team received AFFIRM's 2015 Cloud Computing Leadership Award.

Dr. David A. Bray serves as Chief Information Officer for the Federal Communications Commission. He previously served as a Senior National Intelligence Service Executive and Executive Director with the National Commission for Review of Research and Development Programs of the U.S. Intelligence Community which concluded in September 2013. He oversaw a team of interagency assignees working with twelve Congressionally appointed bipartisan Commissioners and received the National Intelligence Exceptional Achievement Medal.
