Government leaders today have an opportunity to address serious public management issues that go to the core of effective governance and leadership, meeting seemingly intractable problems head-on.  Complex public sector challenges do not follow orderly and linear processes, and governments operate in an environment of limited resources while responsibilities seem to have increased (e.g., homeland security, home loan modifications, cybersecurity).

Sherri R. Greenberg, MSc is a Clinical Professor in Public Policy Practice and Fellow of the Max Sherman Chair in State and Local Government at the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin. Her current teaching and research interests include: government technology and innovation, transparency and civic engagement, public finance, campaigns and elections, urban and state affairs, and community and regional planning.

Lieutenant Colonel Josh Helms is a data analyst in the Army serving as a Research Fellow in the Army's Training With Industry program, through which he works with IBM for one year before returning to the Army. His research fellowship is intended to help him learn how industry analyzes big data and communicates strategic insights to senior leaders to take this knowledge base back to the Army.
