Dr. Kathryn Kloby is an assistant professor of political science at Monmouth University, West Long Branch, New Jersey. She teaches graduate and undergraduate courses in public policy, research methods, and public management. Her research interests include public sector accountability, government performance measurement and reporting, and citizen participation. She has published several articles, case studies and book chapters on performance reporting, designing performance measurement systems, and strategies for aligning government decisions with citizen expectations.

Steven Kelman is the Albert J. Weatherhead II and Richard W. Weatherhead Professor of Public Management at Harvard University’s John F. Kennedy School of Government. He is the author of many books and articles on the policy-making process and on improving the management of government organizations. His latest book, Unleashing Change: A Study of Organizational Change in Government, was published in June 2005 by the Brookings Institution Press.

Chris Wye served as Director of the Center for Improving Government Performance at the National Academy of Public Administration from 1994 until 2003. The Center provides assistance to government agencies on improving management processes using the techniques of performance-based management, including strategic planning, performance measurement, program evaluation, performance-based budgeting, and strategic management.

Dr. Kathe Callahan is an assistant professor in the School of Public Affairs and Administration at Rutgers, the State University of New Jersey, Campus at Newark. Dr. Callahan’s research and teaching interests focus on civic engagement, public sector accountability and performance measurement. Dr. Katherine Willoughby seeks to promote improved budgeting and financial management practices in the public sector. Her primary focus of research is on state government budgetary and fiscal management. Her book, Policy and Politics in State Budgeting, coauthored with Dr. Kurt Thurmaier, examines the relationship between budgeting and policy development as seen through the eyes of analysts employed in executive budget offices in 11 American state governments in the South and Midwest.

Government Performance Management Systems: Case Studies From South Asia

Partial approaches are akin to arranging chairs on the deck of the Titanic. In a dysfunctional system, looking for pockets of excellence is a futile exercise. In many cases, you can get temporary results by focusing on some part of the organization or even some government departments, but you can be sure, just like a waterbed, that the inefficiency has travelled to another part that is currently not under scrutiny. Therefore, I have long argued that governments must have an integrated performance measurement system.
