Kathy P. Conrad
Kathy Conrad is a proven leader, problem-solver and strategic advisor with nearly thirty years of experience in government technology programs and policies. She joined the GSA Office of Citizen Services and Innovative Technologies (OCSIT) as Principal Deputy Associate Administrator in May 2011. Ms. Conrad is the primary advisor to the OCSIT Associate Administrator on citizen services/engagement and innovative technology programs and strategic direction. She oversees OCSIT program management, including policy development, oversight and implementation of OCSIT operations and stakeholder outreach. Initially, she is focusing on high priority OCSIT areas, including open government, mobile technology and cloud computing.
Previously, she was with Jefferson Consulting Group, a leading business and government consulting firm, since 1995. As Senior Vice President, she was responsible for leading the firm's strategic direction and client engagements. She served as a trusted advisor to corporate leaders of major technology firms on all aspects of government business, including developing solutions and strategies to improve government operations and enhance service delivery, including cloud computing, Web 2.0 technologies and mobile applications.
Ms. Conrad served as Industry Chair of the ACT-IAC Executive Leadership Conference (ELC) in 2010, as well as Vice Chair of Tech America's Federal IT Dashboard Task Group. She was recognized for her leadership in fostering collaborative government with a 2011 Federal 100 award.
Prior to joining Jefferson Consulting, Ms. Conrad served as Director, Praxis, Inc., a small consulting firm specializing in marketing of complex software systems and assistive technology. She previously served as an Issues Analyst at the National Science Foundation, where she focused on engineering and global competitiveness, and wrote speeches for the NSF Director and Deputy Director. Ms. Conrad's experience also includes serving as the Deputy Director for Government Affairs for the National Society of Professional Engineers and as Legislative Assistant for the New England Congressional Institute.
Ms. Conrad has a B.A. from Wesleyan University in Biology-Psychology. She lives in Alexandria, VA with her husband, and has two grown daughters.
