Mr. Rob Foster was selected as the Department of the Navy (DON) chief information officer (CIO) effective June 2015.  In support of the deputy under secretary of the navy for management, Mr. Foster heads the Office of the DON CIO and is the DON’s senior official and advisor on matters related to Information Management (IM), InformationTechnology (IT)/cyberspace, and Information Resources Management (IRM).

As Chief Information Officer (CIO), Loretta provides executive leadership to critical areas of the University, prioritizes IT investments in collaboration with key constituencies, and leads the GW IT organization in the execution of strategic initiatives that are aligned with and advance the University’s strategic plan and goals. Loretta oversees the portfolio of technology projects, all IT policies, contracts, vendor relationships, and the annual operating and capital budgets.

Twenty-five years ago, federal agencies typically did not have key executives leading mission support functions. These functions were largely seen as administrative transaction services. However, ineffective mission support operations can be quite costly. For example in 2010, there were $641 million in grievance settlements at the Postal Service because of poor management training and inadequate labor-management relations.

U.S. CIO Tony Scott: OMB's draft FITARA guidance aims to advance IT reform. OMB released the much-anticipated guidance to reform how agencies buy and manage information technology for public comments. The comment period will remain open until May 30, but federal CIO Tony Scott, in an exclusive Federal News Radio interview, said OMB wants to move on the comments and refinements with a sense of urgency. DHS' Unity of Effort seeds the roots of change. The joint requirements council is one of the best examples of just how much the Homeland Security Department has changed over the last year.

FITARA Guidance Moves Forward

OMB conducted a broad set of internal and external outreach meetings to draft the guidance, and is now taking comments on that draft. OMB strongly encourages substantive comments to be sent today to allow for careful consideration of early feedback. This process could be a model for OMB guidance in other areas. Congress passed the FITARA statute in December 2014, as Sections 831-837 of the National Defense Authorization Act.
