From its origins in late 2019 until May 2023, when the World Health Organization declared the end of its pandemic phase, COVID-19 was an extraordinary stress test for governments around the world. It revealed strengths and weaknesses of organizational response and resilience in ways that will be studied for years to come.

Kee Won Song is the Global Government Research Leader for the IBM Institute for Business Value (IBV). The IBV publishes insights by combining expertise from government thinkers, leading academics, and subject matter experts with global research and performance data. The IBV's thought leadership reports provide prescriptive recommendations to address the most pressing challenges and opportunities. As a Global Government Research Leader, Kee Won leads complex initiatives with public sector executive leaders to identify specific and practical actions government clients can take to develop technological and organizational maturity in key capabilities to build resilience to global shocks such as pandemic, climate catastrophe, geopolitical instability and cyberattacks.

Previous to his role at IBM, Kee Won worked as a Market Researcher at the RAND Corporation, a Data Science Consultant with the Southwest PA Environmental Health Project, and a Portfolio Manager with Ronin Capital LLC.

Kee Won received a Bachelor of Arts from Yale University and Master of Science from Carnegie Mellon University.
