The report then examines four principal reorganization strategies that policy makers have used in the past: commissions, presidential reorganization authority, executive-branch reorganization staff, and congressional initiatives.

This report expands upon the themes and issues raised at a forum on Security and Critical Infrastructure Protection sponsored by the National Association of State Chief Information Officers (NASCIO).
