Strengthening Homeland Security: Reforming Planning and Resource Allocation

This report presents findings about the organizational structure, processes, and tools that surround planning and resource allocation for homeland security in the executive branch and Congress. The author explores problems with today's arrangements and offers recommendations for consideration by the next president and the next Congress. Improving planning and resource allocation can help leaders establish control over priorities by strengthening the links between strategies and budgets.

Global Movement Management: Securing the Global Economy

Global Movement Management (GMM) is a comprehensive and achievable framework for securing the key flows - people, goods, conveyances, money, and information - in the global economy against disruptive threats and building resiliency into the system. This framework can help overcome the key impediments to efforts to promote security in the global movement system, and motivate key stakeholders to work together to integrate security and resilience into the system.

Leveraging Collaborative Networks in Infrequent Emergency Situations

This research reviews a highly successful model of network collaboration that contained the outbreak of Exotic Newcastle disease, (a highly contagious disease among poultry), in California in 2002. Applying 21st-Century Government to the Challenge of Homeland Security

This paper describes the emerging implementation strategies of government in the twenty-first century. The first section describes three models of government available to policy makers who believe that the bureaucratic model cannot solve the problems at hand: Reinvented Government, Government by Network and Government by Market. Reinvented Government is government shorn of many public sector trappings and geared towards performance.

Governance & Public Security

The attacks of September 11, 2001, have posed great challenges for public institutions. The new emphasis on public security will profoundly shape debate about governmental performance and reform in the months and years ahead. This report summarizes a one-day symposium on governance and public security. Topics include: coordination of policy on homeland security, border management, protecting critical systems and biodefense and emergency response.

 

Leveraging Networks to Meet National Goals: FEMA and the Safe Construction Networks

This report analyzes the Federal Emergency Management Agency's (FEMA) work with the private sector in implementing FEMA's goals via public-private partnerships. The project includes an assessment of FEMA's Project Impact Program. The objective of the study is to assess and compare the achievement of national policy goals through private sector partnerhsip programs. Leveraging Networks: A Guide for Public Managers Working Across Organizations

This project examines the changing operational challenges faced by today’s public managers as they participate in collaborative undertakings with other governments and the nongovernmental sector.
