Lloyd A. Blanchard is an Assistant Professor of Public Administration at the Maxwell School of Citizenship and Public Affairs at Syracuse University. His public sector experience includes serving as senior advisor for financial management at the National Aeronautics and Space Administration, chief operating officer of the Small Business Administration, and associate director for the Office of Management and Budget. Prior to his time in government, he served on the faculty of the Daniel J. Evans School of Public Affairs at the University of Washington, where he was named Teacher of the Year in 2000 and earned the Dean’s Service Award for restructuring the school’s budgeting curriculum.
Professor Blanchard’s research interests are varied, ranging from government management to social policy issues. His research in performance budgeting is informed by his efforts leading NASA and SBA to become government-wide leaders in this area. His research in minority- and women-owned small business access to credit is motivated in part by his accomplishments at the SBA, which were honored by the Minority Business Professional Network in naming him one of the “Fifty Influential Minorities in Business in 2003.” His publications include a co-authored article, “Market-Based Reforms in Government: Toward a Social Subcontract?” in Administration and Society, and a co-authored chapter in the Handbook on Taxation entitled “Tax Policy and School Finance.” His dissertation, School Segregation, Social Capital, and Educational Costs, examines the educational costs of performance accountability that take into account cultural, peer, and neighborhood influences that mediate disadvantaged children’s cognitive development. Professor Blanchard has a B.A. in economics from the University of Texas at Austin, and a B.A. in political science from the University of Texas at San Antonio. He earned his M.P.A. and Ph.D. in public administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University.
