Victor Gavin

Mr. Victor Gavin currently serves as Program Executive Officer for Enterprise Information Systems (PEO EIS).

In this role, he oversees a $2+ billion portfolio of information technology projects and programs designed to enable common business processes and provide standard information technology capabilities to the Department of Navy. The PEO EIS programs include Naval Enterprise Networks, Navy Enterprise Resource Planning, Global Combat Support System-Marine Corps, Sea Warrior Program, Security Cooperation Enterprise Solution and DON Enterprise Software Licensing.

Alissa Black is principal of investments at Omidyar Network. At the Omidyar Network, she is working to improve the relationship between citizens and government through driving sector-level change in government and the emerging civic technology ecosystem.

Victoria Gordon

Dr. Victoria Gordon is an associate professor in the Department of Political Science, Master of Public Administration program, and serves as the Director of the MPA Program and as Director of the Center for Local Governments at Western Kentucky University, Bowling Green, Kentucky. She earned her Doctor of Public Administration degree from the University of Illinois–Springfield, and her Master of Public Administration degree from
the University of Kansas.

TJ Kennedy

TJ Kennedy is a seasoned executive with a unique blend of leadership, coalition building and technology expertise as well as hands-on experience in police, fire and emergency medical services. He began his career as a firefighter and emergency medical technician (EMT), and then became a state trooper for the Utah Highway Patrol, as well as a flight paramedic for Life Flight. He later joined the commercial business sector, where he advanced to senior-level positions that honed his management and leadership skills.

Susan M. Miller

Susan M. Miller is an Assistant Professor in the Department of Political Science at the University of South Carolina. She teaches courses on public administration, public policy, and American political institutions. Her research explores the implications of institutional design for public policy formulation and implementation. Her work has been published in journals such as the Journal of Public Administration Research and Theory, Legislative Studies Quarterly, and Publius: The Journal of Federalism.

Ronald Layton

Ron Layton was appointed to the position of Deputy Chief Information Officer (DCIO) for the United States Secret Service in January of 2013.  He is responsible for a wide range of activity relating to Information Technology and is a 20 year veteran of the agency.  Formerly, Mr. Layton was in charge of all Secret Service investigations for the State of West Virginia.  In additional previous assignments, Ron was the former Program Director for the Secret Service Electronic Crimes Task Force (ECTF) initiative supervising 17 ECTF's across the United States.
