Dr. Nick Hart

Nick Hart is the president of the Data Foundation. Prior to joining the Data Foundation, Dr. Hart was director of the Bipartisan Policy Center’s Evidence Project. In that capacity, he championed a strategy for implementing the bipartisan recommendations issued by the U.S. Commission on Evidence- Based Policymaking. Dr. Hart previously served as the policy and research director for the commission, overseeing the policy and research team and leading development of the commission’s final report in 2017.

Making Federal Agencies Evidence-Based: The Key Role of Learning Agendas

The Office of Management and Budget is requiring agencies to develop their learning agendas now, in conjunction with updates to their quadrennial agency strategy plan, and make them available to Congress in early 2022.

Learning Agendas: An Effort to Answer -- “Does It Work?”

In 2017, Congress gave tax breaks for investors in designated Opportunity Zones around the country. The idea was that this would generate substantial private sector investments in more than 8.700 lower-income census tracts. Did it work as intended? This is one of scores of research questions raised in the Department of Housing and Urban Development’s (HUD) most recent learning agenda.

Karol Olejniczak is an associate professor of public policy at SWPS University of Social Sciences and Humanities, Warsaw, Poland, and co-founder of the Polish policy research company Evaluation for Government Organizations (EGO s.c.). He was an Ostroms' Policy Analysis Workshop fellow (2006), Kosciuszko Foundation fellow (2012), and Fulbright fellow (2021).

RPA in Federal Financial Management Organizations

One significant gain in productivity comes from robotic process automation (RPA). In 2020, the Association for Government Accountants (AGA) Corporate Partners Advisory Group (CPAG) Technology Committee studied the maturity of RPA in federal CFO organizations, and AGA released the results in February 2021. The report is entitled, “RPA In Federal FM Organizations: A Study of Progress.”

The Center is pleased to announce our latest round of stipends for new reports on key public sector challenges, which respond to the priorities identified in the Center's research agenda. These reports will add great insight to the Center’s content, intended to stimulate and accelerate the pro­duction of practical research that benefits public sector leaders and managers. From April 2020 to her retirement from government service in January 2021, Karen Brazell performed the duties of the Assistant Secretary for the Office of Enterprise Integration (OEI) at the U.S. Department of Veterans Affairs.
