Barbara C Crosby

Barbara C. Crosby is associate professor at the Hubert H. Humphrey School of Public Affairs, and a member of the School's Public and Nonprofit Leadership Center. . During 2002-3, she was a visiting fellow at the University of Strathclyde, Glasgow, Scotland. Dr. Crosby was coordinator of the Humphrey Fellowship Program at the University of Minnesota from 1990 to 1993 and director of the Humphrey Institute's Reflective Leadership Center from 1999 to 2002.

James F. Courtney

James F. Courtney is the Humana Foundation/McCallister Eminent Scholar Chair in Computer Information Systems in the College of Business at Louisiana Tech University. He received his Ph.D. in Management Science from the University of Texas at Austin in 1974 and has held faculty positions at Georgia Institute of Technology, Texas Tech University, and the University of Central Florida. He was also the Tenneco Professor of Business Administration at Texas A&M University.

Ann Cotten

Ann Cotten is the Director of the Schaefer Center for Public Policy at the University of Baltimore. The Schaefer Center is an applied research unit within the School of Public Affairs with a mission to bring the knowledge and expertise of the university community to bear in solving the problems faced by government and non-profit organizations. The Center’s work focuses on program evaluation, opinion research, strategic management and performance measurement, and management consulting.

Haynes A. Cooney

Haynes A. Cooney is the Research Program Manager at the IBM Institute for Business Value.

Timothy J. Conlan

Timothy J. Conlan is Professor of Government and Politics at George Mason University in Fairfax, Virginia. Prior to joining the faculty of George Mason University in 1987, Dr. Conlan served as a senior research analyst with the U.S. Advisory Commission on Intergovernmental Relations and as the assistant staff director of the Senate Subcommittee on Intergovernmental Relations.

Steven A. Cohen

Steven Cohen is Executive Director of Columbia University’s Earth Institute and Professor in the Practice of Public Affairs at SIPA. He is also Director of the Master of Public Administration Program in Environmental Science and Policy at SIPA and the Director of the Masters of Science in Sustainability Management at Columbia University’s School of Continuing Education. From 2002 to 2006, he directed education programs at the Earth Institute. From 1998 to 2001, Cohen served as Vice Dean of SIPA.

David Closs

David J. Closs is the John H. McConnell Chaired Professor of Business Administration in the Department of Marketing and Supply Chain Management at Michigan State University. He has been extensively involved in the development and application of computer models and information systems for supply chain operations and planning. Dr.

Ross Clayton

Dr. Ross Clayton’s professional experience includes eight years of federal service as a management analyst and as a member of Navy research and development project teams as well as more than 30 years as a university professor. His focus in his research and teaching has been on organizational and managerial analysis. Professor Clayton served on the faculties of the University of Southern California, the Federal Executive Institute, and the National Institute of Public Administration in Malaysia. He was the founding director of the California Leadership Institute

Sang Ok Choi

Sang Ok Choi is an Assistant Professor of the Center for Public Administration and Policy at the School of Public and International Affairs at Virginia Tech. He was previously an Assistant Professor at the Department of Public Administration and Public Policy at the California State University, Dominguez Hills. He teaches courses on Public Management Network, Public Human Resource Management, Public Budgeting and Financial Management, and Advanced Methods.

Keon S Chi

Dr. Keon S. Chi was the editor-in-chief of The Book of the States, a premier reference book on American state governments published annually by The Council of State Governments (CSG).  Dr. Chi passed away in a tragic automobile accident on January 9, 2008.
