The Evolution of Innovation in the Federal Government

However, there are more than a few scattered pockets of innovators across federal agencies who sometimes come up with startling changes to operating models, business processes,  services, or management.  Some of these initiatives are orchestrated from the top of an agency, but many happen organically on the front lines in response to a concrete problem.  How have federal approaches to innovation evolved over the past 30 years?  Following are four of the more prominent initiatives over this period

Strategic Foresight: Preparing Leaders for Future Challenges

Strategic foresight is “a planning tool to develop the critical thinking, planning, and management competencies for considering the impact of long-term uncertainties on near-term decision making.” [World Futures Rev. 2018; 25: 1–25]. The Office of Management and Budget (OMB) sees strategic foresight as a method for systematically considering a longer time horizon and broader scope of issues than other forms of planning.

Stephen Sanford is a strategy and technology professional with more than two decades of service in the government and corporate sectors in the United States and Europe.

Stephen is currently responsible for strategic planning and foresight programs at the U.S. Government Accountability Office in Washington and serves as Director of GAO's Center for Strategic Foresight. He led GAO's technology assessment on artificial intelligence for the U.S. Congress and oversees development of GAO's quadrennial strategic plan for serving Congress.
