His last position was Senior Advisor for Strategic Management in the Federal Highway Administration. He holds bachelor’s and master’s degrees from the University of North Carolina, a master in business administration from Fuqua School of Business, Duke University, and a doctorate in public administration from the Sol Price School of Public Policy, University of Southern California.
