Vice Admiral Michelle Skubic

Vice Adm. Michelle C. Skubic is a 1988 graduate of California State University, Fullerton, with a Bachelor of Arts in Business Administration-Finance. She earned a Master of Science in Acquisition and Contract Management from Naval Post Graduate School in 2001. She is also a graduate of the Joint Forces Staff College and the University of North Carolina Kenan-Flagler Executive Development Institute.

Amanda Starling Gould, PhD, manages a portfolio on the Partnership’s Technology and Innovation team with an eye toward building a modern government that is equitable, accessible, and sustainable. As a technology scholar, she brings to this work many years researching and teaching on topics related to systems thinking, futures design, public interest technology, innovation, and the environmental effects of digital technologies. She’s inspired by all those in government who work to repair systemic harm and rebalance historically inequitable distributions of power and access.

To understand how agencies are mobilizing cloud computing for public service, the Partnership, in collaboration with the IBM Center for The Business of Government, hosted a series of events in 2022 featuring federal IT leaders. Over the course of three webinars, we heard from the Census Bureau; the departments of Agriculture, Defense and Veterans Affairs; the Federal Emergency Management Agency; the Government Accountability Office; the National Institutes of Health; the National Oceanic and Atmospheric Administration; and the Office of Personnel Management.

Policy makers in Washington would argue that far too many of these new projects fail, and few would argue with that assessment (though I’d be remiss if I did not also note that lots of government IT projects succeed). Former Director of Strategic Operational Planning for the National Counterterrorism Center Lt. Gen. Michael K. Nagata, U.S. Army (Ret.) is the Strategic Advisor & Senior Vice President for CACI International Inc, and the owner of Hanada Bridge, LLC. He retired from the U.S. Army in 2019 after 38 years on Active Duty, serving 34 years in Army Special Forces. His final government position was Director of Strategic Operational Planning for the National Counterterrorism Center from 2016 to 2019.
