Paul Dommel

Paul Dommel is a Partner with Federal Tax and Finance group of IBM. He is a frequent writer and speaker and has worked with social program teams in the U.S., AP, Europe and Latin America.

Prior to his current role, he directed the IBM consulting and systems integration business for state, local, and education clients in the eastern U.S. During his career he has led strategy and transformation engagements for both commercial and government clients.

Robert (Bob) Costello is the Chief Information Officer (CIO) at the Cybersecurity and Infrastructure Security Agency (CISA). As the CIO, he leads the Agency’s efforts to develop, deploy, secure, and support technology solutions for the agency. Prior to this, he was a Public Sector Civilian Strategic Advisor at World Wide Technology. In this role, he engaged with federal government customers to identify and solve their most complex challenges, leveraging his extensive federal agency experience to develop and deliver innovative solutions that meet their needs and serve their mission.

Florian Breger

Florian Breger has held various management positions within private sector. From 2014-2018 he was Director of the Defense Division. Previously, Mr. Breger headed the internal security department for more than three years. As assistant to the management, Mr. Breger accompanied the transformation of the sales organization of IBM Deutschland GmbH. Mr. Breger has been working in the public sector since 2004 and gained his experience in various IT companies before starting his career at IBM Deutschland GmbH in 2008.

At the same time, they must adapt to constant changes. New laws, rising service expectations, and sophisticated tax avoidance schemes drive a constant stream of adjustments. Once policies change, operating procedures and supporting systems should adapt quickly. However, organizational inertia and complexity often make changes difficult.
